INDIANAPOLIS – On Monday, State Senator Jim Arnold (D-LaPorte) joined the governor at a ceremonial bill signing for two new laws he championed during the 2015 legislative session.

Senate Enrolled Act (SEA) 193, authored by Sen. Arnold, designates the Northwest Indiana Law Enforcement Academy (NILEA) as a criminal justice agency and a board-certified training center. Formed in 1982, the organization’s inception was originally in response to a legislative mandate that all police officers in Indiana have a minimum of 16 hours of in-service training to maintain their certification as law enforcement officers. The new law designating NILEA as a criminal justice agency provides the training academy with more autonomy to provide the basic training needs for 65 local law enforcement departments within 13 counties in northwest Indiana.

“This new law designates the Northwest Indiana Law Enforcement Academy as a criminal justice agency, which allows them to apply for federal funding without going through another entity,” said Sen. Arnold. “This change is key because it allows our federal tax dollars to remain in northwest Indiana for the purposes of training our local law enforcement officials.”

Sen. Arnold also authored a new law permitting law enforcement agencies to share certain information with a crime victim advocate without the agency losing the discretion to keep information confidential from other persons requesting records in accordance with public record laws. SEA 298 was brought by several sheriffs and prosecutors who testified that it would help domestic violence victims receive proper help and not be re-victimized.

“Allowing a law enforcement agency to share certain information with advocacy groups is important to ensuring domestic violence victims receive the help they need while keeping their information confidential from the press or others requesting the information,” said Sen. Arnold. “I would like to give special thanks to Steve Key, the Executive Director of the Hoosier State Press Association, for his input on this bill and coming to testify in support of this measure.”
