NDIANAPOLIS — THE GOVERNOR GAVE HIS SECOND STATE OF THE STATE ADDRESS OF HIS TENURE AT THE STATEHOUSE TUESDAY EVENING. STATE SENATOR JIM ARNOLD (D-LAPORTE) NOTED A LACK OF NEW PROPOSALS, ESPECIALLY REGARDING EDUCATION AND HIS PROPOSAL TO PHASE OUT THE BUSINESS PERSONAL PROPERTY TAX.
